In an effort to improve survival rates in mass casualty events, a joint committee was convened by the American College of Surgeons. The committee’s recommendations, called the Hartford Consensus, advocate two key elements:1

  • Access to education and equipment for bleeding control
  • Support for civilian bystanders to act as first responders
